Energy Efficiency Projects

ConEd Small Business Direct Installion Program, New York

Willdan was awarded a three-year, $67 million contract to implement Con Edison’s Small Business Direct Install (SBDI) Program. The SBDI Program helps small businesses achieve energy and financial savings, offering both free measures and cost-shared incentives to encourage installation of high-efficiency lighting; heating, ventilation, and air conditioning;and refrigeration energy conservation measures. As the program implementer, Willdan performs (1) contractor recruitment, training, and management; (2) outreach and sales; (3) data tracking, analysis, and reporting; (4) engineering oversight; and (5) billing, invoicing, and financial oversight. Critical to this effort is our customer-facing role; Willdan staff is responsible for driving program participation and generating project applications and incentives.

Willdan has performed over 34,000 energy efficiency surveys and overseen more than 13,000 retrofit projects. In carrying out this program, the firm has also developed long-term relationships with over 50 installation contractors that are implementing a broad array of energy efficiency measures. The program staff performs thorough quality assurance and installation inspection verification to ensure complete customer satisfaction and accurate billing. To date, Willdan’s efforts for Con Edison have resulted in over 149 million kWh of annualized energy savings.


Orange and Rockland Lighten Up Program,  New York

Willdan manages the Orange and Rockland Utilities (O&R) Lighten Up Program, a direct installation program that offers small business owners cost-shared incentives to promote the use of high-efficiency lighting; energy-efficient heating, ventilation, and air conditioning; and refrigeration retro-commissioning. Lighten Up focuses on the hard-to-reach small commercial community—businesses within Rockland, Orange, and parts of Sullivan counties with under 100 kW in average monthly demand. To date, Willdan’s marketing and outreach activities have resulted in more than 3,000 surveys—with nearly 1,300 of those surveys progressing to actual installations. The program has produced more than 17 million kWh in total annualized savings for O&R.

L.A. Commercial Building Performance Partnership

The Partnership is an initiative that provides significant benefits to the city of Los Angeles and promotes environmental sustainability through commercial building energy upgrades. The Partnership enables building owners and tenants to obtain energy-efficient buildings and reduce operational costs through free energy assessments, a service funded by the city of Los Angeles. Moreover, the efforts required to implement the program will promote job creation, addressing the unemployment rate that has been a concern to the Los Angeles community. Through the benefits of this innovative program, the LA Commercial Building Performance Partnership will allow the city to meet its energy-efficiency goals while helping to revitalize the economy, transforming Los Angeles to become a national model for environmental sustainability.

San Diego Commercial Direct Install

For San Diego Gas and Electric, the Commercial Direct Install Program (SDG&E DI) addresses the small business need to adopt energy efficient behaviors and install facility upgrades that achieve significant energy savings. SDG&E DI targets the hard-to-reach small and medium-sized businesses with under 100kW of monthly demand. Energy-efficiency audits and installations are performed at no-cost to customers in the service territory. SDG&E DI will retrofit thousands of small businesses and provide 18,000,000 in kWh savings by the end of the 2010-2012 cycle. The program provides comprehensive energy efficiency services and establishes a permanent framework for a sustainable and long-term energy management program.

NY Hospital Data Center Demonstration Project

In 2009, Willdan Energy Solutions initiated work on a demonstration project at a large hospital Data Center in New York City on behalf of the New York State Energy and Research Development Agency (NYSERDA). The Data Center Virtualization Demonstration will consolidate over 200 servers in the data center, saving approximately 1.8 million kWh annually.

Oncor Electric Data Center Energy Efficiency Program

For Oncor Electric in Texas, the Willdan Energy Solutions team implemented a Data Center Energy Efficiency Program that provides a comprehensive approach to data center efficiency.  The 2009 program, which is renewable annually, will provide 8,000,000 in annual kWh savings to Oncor and target the largest IT customers in the Dallas–Fort Worth Metroplex.

San Diego Gas & Electric Bid Program – Server & Desktop Virtualization
 
Willdan Energy Solutions implemented VMware’s Server and Desktop Virtualization technologies through San Diego Gas & Electric’s 2008-2009 Bid Program.  The program targeted customer locations with high server and desktop loads, helping to save energy for commercial customers within the SDG&E territory. Customers saw their projects expedited in such a way that IT staff can focus more on the virtualization project and less on the incentive process with the utility.  Customers reduced energy costs and consumption by as much as 80-90 percent through a large server or desktop virtualization project, with the utility subsidizing a portion of the project through an incentive process.

Southern California Edison InDEE Virtualization and Server Consolidation Program
 
Started in 2006, SCE’s InDEE program (Innovative Designs For Energy Efficiency) placed emphasis on innovation, market introduction, promotion, and other assistance to the commercialization process of promising new technologies. Willdan Energy Solutions partnered with SCE to provide Virtualization and Server Consolidation to its business customers. Software allows for applications to be run on fewer physical servers (allowing for significant server consolidation) which reduces power and cooling requirements and provides substantial savings to customers in both energy and equipment.

Los Angeles Trade Tech College (LATTC) PIER Grant Program

Willdan Energy Solutions assisted LATTC in obtaining funding to turn one of its buildings into a model Renewable-Based Energy Secure Communities (RESCO) building. This project involves Solar PV, Solar Thermal, li-ion system battery, and a hot water storage system. The project supports the California Energy Commission recommendations for reducing energy bills and increasing energy delivery system reliability.

Green Schools Program
 
Green Schools is a comprehensive program designed for K-12 school districts that encourages energy-conserving habits, enhances experiential learning and saves schools money on energy costs. Through integrative hands-on learning, Green Schools teams influence building users, starting with students. The students then help bring the energy efficiency and conservation message to their homes and communities.

South San Joaquin Energy Watch Program
 
The South San Joaquin Energy Watch Program was an expansion and extension of the successful 2004-05 informational program. For 2006-08, the program became a PG&E local government partnership. Funded by ratepayers through the public goods charge, the program brought a comprehensive energy efficiency effort to San Joaquin County and the cities of Tracy, Manteca and Lathrop. Direct equipment installs for small to medium businesses and energy assessments and projects for municipal and non-profit facilities are involved, with the goal of reducing energy use in the region by 16 million kilowatt hours per year.

San Gabriel Valley Energy Efficiency Partnership (SGVEEP)
 
The San Gabriel Valley Energy Efficiency Partnership brought a comprehensive energy efficiency program to 32 cities in the San Gabriel Valley. This 2006-08 Southern California Edison Local Government Partnership involved the Southern California Association of Governments (SCAG) and the San Gabriel Valley Council of Governments (SGVCG). Willdan Energy Solutions* implemented the project, which provided facility upgrades to the cities and local businesses, and information about energy efficiency measures and rebates to residents and businesses.

Water Projects

San Francisco PUC Water Savers Program
 
Willdan Energy Solutions* implemented this innovative program to provide water efficiency savings throughout San Francisco in both public and private facilities. We worked with large users of water to find novel methods to reduce water usage by searching for areas that had previously been ignored. These include new chemical-free chiller water treatment units, laundry water recycling systems, and weather-based irrigation controllers. This program achieved 354,300 CCF of water reductions.

Information Technology Projects

Energy Efficiency Groupware Application (EEGA)

EEGA, the reporting and document management software used to track California's energy efficiency projects, is an excellent example of Willdan Energy Solutions' ability to provide unique and creative information technology solutions to the energy industry. It was selected by InfoWorld magazine as one of the 100 most innovative IT solutions for the year 2003. EEGA was developed for the California Public Utilities Commission's Energy Division as a solution to their reporting and document management problem. They needed more control of their documents and better workflow management, data storage, and analytical reporting capabilities to assist in their regulatory oversight responsibilities. The result was EEGA, an efficient web-based software solution that is used by CPUC to track information from 190 energy efficiency programs across California, and to create comprehensive progress reports with thousands of data items and supporting documents. The programs report monthly and EEGA handles the complex workflows related to documentation, reporting, and communication. EEGA solved a variety of the Energy Division's problems including how to exchange emails with large attachments effectively; how to monitor and approve workflow while creating an audit trail; and how to consolidate data spread over thousands of documents for analytical reporting.

PEPMA/Project Manager
 
Willdan Energy Solutions' Proposal Manager software essentially automates and streamlines the complete Request-for-Proposal process. Originally titled PEPMA (Proposal Evaluation and Proposal Management), this application was developed as a web-based software application for Southern California Edison. The software establishes an efficient system for submitting, comparing, evaluating and managing bids, RFPs, RFQs or other types of proposals. Southern California Edison is using it to drive their proposal submission and evaluation system for their $40 million worth of energy efficiency projects, substantially reducing time, labor and errors. Proposal Manager is database driven-it alerts vendors to a RFP, directs them to submit the proposal online in a uniform fashion, compares all the relevant data fields, and immediately prepares reports that can be sorted and evaluated accurately and efficiently.

Subcontractor Management and Reporting Tool (SMART)
 
Willdan Energy Solutions* developed the Proposal Evaluation & Proposal Management Application (PEPMA) and the Project Reporting Application (PRA) software to help Southern California Edison manage their RFP proposal submission and tracking processes. We have now updated the project reporting application, with SMART. The new application offers expanded features and capabilities; enhancing SCE's projecting tracking and management.

2006-2008 Energy Design Resources Program Application (EDR)
 
The 2006-2008 Energy Design Resources Program expanded its target market to include decision makers in the industrial, agricultural, and residential segments, as well as building operators and developers focused on improving energy use in existing commercial buildings. Willdan Energy Solutions*, in partnership with GeoPraxis, researched, designed, and implemented a solution for hosting and maintaining the Energy Design Resources (EDR) and Savings By Design (SBD) websites, to be used statewide by all four major California utilities.

2006-2007 Retro Commissioning Tracking Application (RCxT)  

Willdan Energy Solutions* developed the RCxT web-based application to help Portland Energy Conservation, Inc. (PECI) manage the retro-commissioning process of tracking the performance of existing buildings end-to-end from the initial screening, scoping, investigation, implementation and follow-up in SCE's territory in 2006 to 2009. The application provided detailed reports for SCE and CPUC reporting, as well as for internal management.

Time-of-Sale Energy Checkup (ToS)

Willdan Energy Solutions* worked with Geopraxis to implement a tracking and reporting site for the Time-of-Sale Energy Checkup Program (SDG&E and SCE territories). The program allows potential home owners to get an idea of the savings they could achieve by coordinating with a qualified home inspector at the time-of-sale of a home, who would complete an energy audit at the same time as the home inspection. The application would maintain an up-to-date profile of home inspectors in the area, provide a channel for home owners to receive their energy audit reports online, and estimate their potential energy and cost savings if they implement the recommended measures.

Upstream Online Distributor Rebates Application
 
In 2004, Willdan Energy Solutions* developed the Upstream Online Distributor Rebates application for the utilities (PG&E, SCE and SDG&E) to process upstream distributor rebates for air conditioning and electric motors The application handles the business process of the Upstream Distributor Rebate Application (DRA) program as an online web application.The software automates the administration of upstream rebate programs for AC and Motors on behalf of the IOUs, and handles the online rebate submission and approval process, which was a manual process prior to this application.

Sample Completed Projects

OASys / Dimmable Lighting Demonstration Project
 
This 2006-08 Non-Residential Technology (NRTEC) demonstration program for San Diego Gas & Electric demonstrated two superior technologies - OASys Indirect/Direct evaporative cooler and RetroLux's dimmable T5 lighting. The primary goal is to demonstrate the energy efficiency capabilities of these two technologies and ultimately mainstream the technologies with SDG&E's core programs. Educational (K-12) facilities were the target host sites for this demonstration.

The NightBreeze Energy Efficiency Program (NEEP)
 
Willdan Energy Solutions* introduced and commercialized a superior emerging technology in the home cooling systems within Southern California Edison's new residential construction market. This 2006-07 SCE InDEE program worked with home builders to install 150 of the NightBreeze units in new residential construction. NightBreeze is an innovative night ventilation system developed by the Davis Energy Group that can save as much as 50 percent in energy and 70 percent in demand savings.

Lighting Energy Efficiency and Demand Response (LEEDR)
 
Willdan Energy Solutions* partnered with EnergySolve to bring the innovative Westinghouse Retroluxtm T-5 wireless dimming fluorescent lighting system to the California market. LEEDR brought this technology to the commercial market in Southern California Edison's territory. The Retroluxtm unit is housed in a holster that contains the ballast and lamps and fits easily into the T-12 or T-8 socket that it is replacing, dramatically reducing installation costs. The dimmable ballasts are controlled via a wireless system, further reducing installation costs. The dimming system allows occupants to find the ideal setting for their specific needs, as well as providing a demand response function during times of high demand during a summer heat wave or an unforeseen event. The project was a 2006-07 SCE IDEEA program.

The Energy Efficiency Kiosk Pilot Program (EEKPP)
 
This 2006-08 program was jointly funded by Southern California Gas and Southern California Edison. EEKPP implemented and tested a strategy, using kiosks in lending and retail institutions, to introduce energy efficiency into the buying habits of single-family homeowners who are considering loans or an equity line of credit for home remodeling or retrofitting. The program promoted natural gas and electric energy efficiency upgrades to home owners through 20 interactive kiosks placed in lending institutions involved in the home remodeling process.

California Commercial Laundry Program
 
Willdan Energy Solutions* was a subcontractor to UCONS in this program which offered rebates for installing new, energy efficient washers in commercial settings, as well as directly installing upgrades to lighting. We helped coordinate efforts with local water agencies to leverage resources to help meet mutual goals in water and energy savings. The statewide program was supported by SoCalGas, SCE, SDG&E and PG&E.

Laboratory Airflow and Fume Hood Control Systems Re-Commissioning Program for Optimized Energy Efficiency in Laboratory Facilities (PG&E program) introduced energy efficiency to the biotech, pharmaceutical, educational and scientific laboratories, one of California's fastest growing economic drivers. Laboratory buildings generally have the highest energy density per square footage of any type of commercial building. Lab re-commissioning is a highly specific skill, and this program complemented PG&E's commercial RCx program which addressed more traditional commercial facilities. Willdan Energy Solutions* was the subcontractor to Newmatic Engineering for this $3 million program, estimated to save over 15 million kWh.

San Joaquin County Comprehensive Energy Program
 
Willdan Energy Solutions* implemented a comprehensive energy efficiency Program in San Joaquin County based on funding we received from the California PUC. This involved comprehensive audits in over 500 facilities, complete installation assistance, post installation Quality Checks, email and direct mail marketing to residential and non-residential customers, web site development, and community meetings to highlight energy efficiency opportunities.

IDEEA Project - Community College Program 

This 2004-05 Southern California Edison retrofit program was implemented with the goal of bringing California Community Colleges into the energy efficiency program arena already shared by the University of California and California State University facilities. Although initially targeted to two community college districts, Los Angeles and San Bernardino, the successful program ultimately influenced projects at 9 sites from 7 community college districts. This $1.2 million, highly successful program achieved over 6.4 million gross kWh in savings, exceeding its kWh goals by 5 percent and kW goals by over 20 percent.

Pomona Energy Efficiency Program
 
Willdan Energy Solutions* successfully worked with SCE and the City of Pomona to achieve funding for a comprehensive energy efficiency program through the CPUC. This project, executed in 2004-2005, saved 289,000 kWh. The information component included an outreach and a Direct Install component. The outreach component included over 100,000 mailers, 4 email campaigns, six training sessions for vendors and customers, and development of a tailored energy efficiency website for the City of Pomona. The Direct Install component coordinated the installation of over 500 T8 fixtures and 1200 Pedestrian signals.

Stockton Energy Efficiency Program
 
The Willdan Energy Solutions* team successfully implemented a comprehensive energy efficiency Program in the Stockton area as a result of funding we received from the California Public Utilities Commission. This program aggressively utilized local relationships and networks to target and deliver energy efficiency information and long-term energy and demand savings to hard-to-reach small/medium businesses in the Stockton area. An information component consisted of email and direct mail marketing to both residential and non-residential customers, website development for the City of Stockton, and community meetings to highlight energy efficiency opportunities. The onsite small commercial component, known as Brighter Businesses, provided comprehensive lighting services to the small commercial market of the Greater Stockton Area.
