Course Description

The 24-hour, and condensed 16-hour, courses provide training and resources for personnel who require an understanding of an Emergency Operations Center (EOC).  The course is designed to enable personnel to operate efficiently during an incident or event within the ICS, SEMS, and NIMS.

Performance Objectives

  • State and/or demonstrate the key concepts of the Standardized Emergency Management System (SEMS); the National Incident Management System (NIMS); the Incident Command System (ICS).
  • Describe the key aspects of the local government Emergency Operations Center (EOC)
  • Describe the various issues related to EOC Activation
  • Demonstrate the EOC organization elements – EOC Staffing
  • Demonstrate the development of an EOC Action Plan
  • Describe the pre-emergency and emergency standards for and issues related to EOC Communications
  • Identify key principles of resource management and mutual aid
  • Describe the basic principles of effective public information management
  • Describe the processes involved in changing EOC positions and demobilization
  • Describe the principles of preparing for sustained EOC operations
  • Describe the key concepts of recovery operations and the EOC
  • Ability to describe post-course realities and actions
