Willdan Financial Services can prepare fiscal analyses for the annexation of land into cities for the incorporation of new cities. Included in this, we evaluate the city's existing fiscal model and develop a separate fiscal analysis for the project developer. This model will analyze the anticipated costs of providing city services to the new area, and potential revenue sources to pay for these services.
In addition, we analyze the effect of potential County Property Tax Transfer assumptions between the city and the county upon future annexation or incorporation. We have also developed fiscal guidelines for analyzing future annexations and incorporations for cities and estimating the fiscal impacts on the General Fund. Willdan Financial Services also reviews the fiscal impacts of the incorporation of a new city for both the prospective city and the county.
