HEEP provides healthcare customers customized solutions for their energy management needs. The program, offered by Southern California Edison® (SCE®) through Willdan Energy Solutions, provides complete audit and project identification services, in addition to cash incentives for completing energy-saving retrofits of existing equipment or systems in hospitals and medical office buildings. HEEP works to get you the highest savings by identifying the best energy efficiency measures available for your facility.

Customer Eligibility

HEEP is open to all hospitals and medical office buildings served by SCE® regardless of energy usage or size. It is offered on a first-come, first-served basis*. Following is a sample list of facilities served by HEEP:

  • Hospitals, acute, outpatient, free-standing trauma centers or community clinics
  • Medical or healthcare-related office buildings or storage structures
  • Convalescent hospitals or extended care facilities
  • Any facility that provides services to patients or clients that is eligible for Medicare, Medical, or county or health insurance reimbursement
  • Many other types of healthcare facilities

Services

HEEP provides a full range of project development services to enable you to maximize SCE® incentives through successful identification and implementation of energy-savings projects.**   Services include:

  • Investment grade energy audits
  • Identification of Energy Efficiency Measures (EEMs)
  • Cash incentives for energy efficiency retrofits
  • Complete and process all Rebate and Incentive paperwork
  • Project Installation oversight including energy-savings verification
  • RFP development and evaluation including technical assistance and calculating cost/ benefits of recommended/selected equipment.
  • Contractor referrals
  • Energy Star® benchmarking assistance

Participating is Easy

  • Contact a HEEP team representative or your SCE® Account Representative for site evaluation
  • HEEP team completes site energy audit
  • HEEP team completes energy efficiency audit report with recommendations, savings opportunities and available incentives
  • Customer selects projects and contractors
  • HEEP team facilitates the On-Bill Financing (OBF) process (if desired, for qualified customers)
  • HEEP team facilitates site benchmarking (required for all incentive projects)
  • HEEP team processes all rebate and incentive documentation
  • Participant receives rebates and/or incentives and saves money on SCE® bill

Willdan Energy Solutions provides overall project management, energy engineering and auditing services for HEEP, with Putnam Price Group (PPG) offering customer account management and energy benchmarking services. The combined expertise of this partnership brings high quality, customized solutions that will improve the energy performance of your healthcare facility.

*HEEP is funded by California utility ratepayers and is administered by SCE through a contract awarded to Willdan Energy Solutions under the auspices of the California Public Utilities Commission. Funding for this program is offered on a first-come, first-served basis until funding is expended or through December 31, 2012, whichever occurs first. California customers who choose to participate in this program are not obligated to purchase any additional services offered by the contractor. ** You are not required to use these services to be eligible for incentives under HEEP.  You may opt to use a construction manager of your choice to assist with project development and implementation.
